@SimCityATMy student visa application has been sent to the Immigration since 9th August and whenever I track it online I don't get any info. How do I know that it's being processed. The embassy in Hanoi kept it for 3 weeks before informing that they have transferred to Immigration due to some reason.

visa applications could take time up to 90 days. Your application is not considering individual . Thats why its taking time. Patience.
