there are many place you can get it. If you go to Media mart or City you can get this generic (Universal) Laptop charger which works with any brand. It costs around 50 Euro, I guess.

But if you want a Dell charger, you better go to Schaerbeek. On Av. Rogier there is a Tram Stop "Robiano" (tram 25, Bus 65 and 66). There is a shop you can get a Del charger from him for sure and it would less than 50 Euros.
