How to get a certificate of official tax residency in Bulgaria ?

Does anyone has specifics about this ? What are the requirements ?

Excellent question. I am still struggling to get one. Your landlord has to go with you to the Migration department or has to have a notarized declaration that he/she will authorize you to live at her property. Without this document, you won't be able to get an NLCH number聽 and anything else for that matter. If you don't speak Bulgarian, bring someone who does at the Migration department. Then of course you need a private health insurance to show the government that you won't depend on their public health care and a proof of funds. So far, that's what I have understood. Not easy.

It's rare that you need one (and I doubt you do), but if so you ask the Bulgarian tax office to give you one. You obviously can't get one until you've become a legal resident of Bulgaria and got your official tax ID... and then lived here for a while... and told the tax office that you want to be a tax resident here... and paid your taxes here.

You really don't need one (and you can't get one)! You're an EU citizen doing your EU citizen registration / residence permit. If you're trying to get one, I can only guess that one of your bank visits has confused you, as THEY may have asked for this. The banks (as part of KYC/AML) like official residence permit and tax certificates, but usually they're perfectly happy with whatever your home country provides you with. So, for me, I waved some official paperwork related to my UK NI number, and they accepted that. You are French, and you just moved from France, so it makes perfect sense that you have a bunch of official paperwork from France... and nothing from Bulgaria. :-)
