Dogs - food

Yesterday a friend told us that Bulgarian people (Roma?) eat dog meat.  Though we know this is done in a number of countries, we were quite shocked hearing this would also be the case here.   Actually, we have difficulties believing it, but then again, who knows.
Does anyone of you know if this is true?

I can't imagine why it would matter unless you are regularly going to people's houses to eat with whom you can't communicate with to ask whether what they're offering you is dog.
