Developers charging fees decades after purchase

Hello, we are in the process of moving to Cyprus, planning to be there from April (2027) and to rent a property for the first year and then buy.  We recently stayed for a week in a villa in Kamares and like Tala and the immediate surrounding areas so would probably be looking to buy in that area.  We were told about the development of Kamares by the Leptos company and I have subsequently read some nightmare posts on Trustpilot where homeowners received demands of 20-50,000 Euros from the developer after having lived there for 15-20 years.  This can't surely be a service charge ?!  Does anyone know how could they be liable for payments of this magnitude after such a long period ?  Are the houses in Kamares not the equivalent of freehold ?
