Retiring in Lucca, Italy

Hi. I am looking into retiring from the United States to Lucca, Italy. I would be living on my Social Security and small pension. I would love some advice as to how to begin this process. I was thinking about flying over and then applying to stay once I’m there. Would this work?

You have to apply for the visa from your residency, so no. Talk to your nearest embassy or consulate.

You need to apply through your local consulate in your home country.  You will need proof of income which as a single person is about 33000 euros per year for an elective residency visa.  You will also need an address - either a home you have bought or have a long term rental contract, as well as health insurance etc.   It will require a trip to Italy to sort out where you are going to live, before you get your visa, which will allow you to come for more than 90 days.
