'why is your element of the bill unbalanced - they are normally equally shared amongst the tenant/flats that exist in the property'

What I meant was, after 6 weeks in our apartment we used 260 units (dishwasher, washing machine and normal electrical items in use) Over the same time period the common area usage was 156 units (there are only two apartments using the common area and lift) so the 156 seems high. To top it, the common area is 3 phase whereas the apartment is 2 phase. The end result is (on domestic rate tariff) the apartment electricity bill is 聙62.00 and the common area is about 聙57.00  (our half share will be 聙28.50) - which is nearly 50% of the apartment bill. Possibly the problem is that the lift on three phase has to use a certain (minimum?) amount of electricity to work and if there were more flats using it, the shared costs would result in a lower figure each - economy of scale and all that... :/
