Non-Maltese EU citizens residing in the Maltese Islands who do not already hold a Malta ID card or Residence document may apply for registration in the European Parliament elections register by first applying for their Residence document at the Citizenship and Expatriate Affairs Department, Evans Building, St Elmo Square, Valletta, where they also complete the electoral register application.

The closing date for the next European Parliament Elections register, to be published in October 2013, is 30th September 2013.

5000 appx? Actually maybe not because some may have registered in their own country and others may have completed the documents when they applied.
Either way it's a high number I would think.
All you finish up doing is electing a Maltese MEP who will have the interests of the Maltese people at heart and not any "alien or TCN".
He or She will not vote to allow EU residents to vote in Maltese general elections and that's the only way we may get some sway or influence over how Malta is governed or how our taxes are spent.
