I know that I'm in the wrong discussion, but I have a question:

E-Bike, tricycle cargo, 1000W, need in Portugal a driver licence or a number plate?

It's over the 250W limit for a bicycle, so you will want to look for the regulations for the next step up.


I think you might start with the vehicle - how does a street legal vehicle happen in Portugal?  Can you just work on it in your basement until it appears to meet all the known requirements, or would it for practical purposes have to be certified by the manufacturer or importer?


My bicycle doesn't strictly comply either, but I'm not going to take more interest in the matter than the police do, so I'll just wait and see if there's a real problem.  It's the same in other parts of the world - it's a relatively new phenomenon that doesn't fit neatly into existing motor vehicle laws, and the legislation tends to be somewhat nonsensical, but if you make considerate, inconspicuous use of your motor power, you may  not have to worry about compliance.
