Applying for a baggage certificate

If I have not sold my house in the U.K. can I still apply for a baggage certificate to move my household contents from the U.K. to Portugal?
One of the criteria is to cancel utility bills and GP in the U.K., is there any way you can apply for the certificate if this has not been done?
