I was wondering if maybe someone has some experience or knowledge that could help with an ongoing issue I'm having.

My mother retired a while back and relocated to Spain, where I've lived for 25 years. She has become a resident here and as such is liable for tax to be paid here, with the exception of certain income, as we understand. She has a contributory pension, a small public services pension from working in a county council library and a small court ordered maintenance payment. We believe that at least one of the pensions is to be taxed in Ireland only, probably the county council one. The problem is that we cannot find how to demonstrate to the Spanish tax office that this is the case. They are aware of the double taxation rule and that public sector pensions are not taxed here but they are demanding paperwork that proves that this pension falls into this category. Statements of liability etc don't seem to cut it. Neither the tax office in Ireland, nor here, have any idea what is actually necessary as neither of them understand the workings of the other. I don't know what the document required is or where to get it. I have a financial guy here to help with the Spanish side of things but he can't do anything without the paperwork from Ireland and he doesn't know what it would be either. I need something official that clearly states what type of pensions they are. Who would issue this? Revenue? The county council? Someone else?

Does anybody here have any experience of this type of situation, either because you've gone through a similar process or maybe just know about this type of paperwork? Any help would be very much appreciated.
