Birth certificate/ cpr for kid

Hi,

I was late in clearing hospital bill here in bahrain, so for birth certificate,聽 hospital provided me with birth notification to take to cpr office for birth certificate processing. I have not done so for one fear. I have marriage certificate with me but my wife visa and cpr are expired.聽 Can cpr office still process the kid's birth certificate even if the mother's cpr is expired
