Visit visa on Hold

One of my friend she lived in Bahrain for 5 years and moved to Oman. She applied for visit visa and got mail for contacting NPRA. Since she was not in country, she emailed and they replied she needs to submit bank statement with stamp. She emailed the same but no response. Then she again applied and got mail to contact NPRA. She emailed but no response. It can be probably due to having previous application pending. Now, I tried to contact NPRA call center, no body is attending calls. Went to Gudaibiya, they told me to go Muharraq Security Complex. Went there, they are saying, they don't deal with evisa. contact call center only.

Now, My questions are where to contact NPRA in this case? Further, she has GCC residence but it is less than 3 months. Will she be allowed for GCC resident visa on arrival? Is she can apply for GCC resident evisa while previous Application is still pending? What is the process of cancelling pending evisa application?

This is pretty standard.

Make sure she submits bank statement in her name with at least 300 BD in the account and it needs to be stamped by the bank.

Then raise a complaint on tawasul portal directed towards npra.

In subsequent application stamped bank statement was submitted with balance of 2500 BHD. Now question is should i raised complain on 1st visa application (bank statement without stamp) or 2nd application (bank statement without stamp but on hold)?
