Car registration fees while buying second hand car

If it is not explicitly discussed on cost of car ownership transfer, insurance while selling/ buying the 2nd hand car then who should pay for the transfer cost?
Options are -
1. Seller
2. Buyer
3. Split the cost as it was not discussed and agreed between parties
