Filipino marriage with a kurd

Hi everyone! I'm a Filipino, writing in behalf of my partner, a Kurdish man. He can't go to Baghdad to get a visa to meet me in any safe country because of danger inflicted by the conflict between US and Iran. Another problem is that he only speaks Kurdish and Arabic. Can anyone please help us brainstorm any idea how to get married legally 馃檹 thanks in advance!
