Depends upon who the cell carrier is that the person in Saudi has.  There is Mobily, STC, & Zain KSA. 

I know that STC won't let you top-up online if you have a pre-paid account.  You have to do it by purchasing a reload card in a particular denomination starting as low as 10SAR in a shop or market. 

I know that Mobily & Zain have similar reload cards, but am unsure as to whether or not you can reload or top-up online with either of them.
