Usually the prince occupies the top positions in the City....for Example.. Governor.. You can indeed lodge a complaint at the Governors office in whichever city you are based.. You will get a complaint nos against the complaint lodge and your case would be studied..

As for meeting him directly, you can check at the same office as to when / what date & time does he meet Citizens and Expats.. He does usually meet them personally..

I suppose you will either have to take a Saudi Person with you if you do not know to speak good arabic.. Language barrier.. You know !!..

What prince are we talking about here, the royal family has more than 20,000 members and most of them are either a prince or princess. If you are asking about princes that occupy govt positions then they have majilis deewan or gathering conducted via their offices. Check with the respective offices and you will know when, where this is conducted and if you can submit something or not.

And i just know only the palace of prince...i dont know when majliss open and i also i dont know what is procedure? How can i submit my letter to prince palace ?

No way to reach a price through his palace.. you will be stopped at Gate 1.. and if you just say that you've a letter to give, then will show you the exit straight away...

As what HR Guru suggested, get into a Majlis and see if you can get to meet the prince personally..
