Yes he/she can.
But again, multiple exit re-entry visas are issued from Jawazat office only; not possible through the online service yet.

I second that, system is not giving option to generate multiple exit-reentry visa. The only benefit I guess is convenience and also the duration of stay outside the kingdom can be more than 180 days

The Jawazat officer clearly said " It's not allowed to Issue Multiple Exit/Re-Entry for ²õ³Ù³Ü»å±ð²Ô³Ù²õÌý
