I personally--and I hate to be trite--think that Paris is the most beautiful city in the world.

True about St. Petersburg, although I was only there once in '93 and the place was falling apart from years of communist neglect (but its potential was obvious).  I plan to get back there one of these days to admire it now that it's been revived.

I remember all the churches and palaces that were clearly magnificent in their day but which were falling to pieces when I was there.

I haven't been to Paris. Madrid is mostly gorgeous although downtown, near the stadium, is a bit industrial.

Vienna, now that's an attractive city..
