Hi. We have lived in Mexico for over 5 years now and are permanent residents. You might want to check out Puerto Vallarta, San Miguel de Allende, Monterrey and Merida. Merida is considered the safest city in Mexico, with a very advanced infrastructure, as are also available in PV, Monterrey and SMA. Saltillo is considered safe, but is not as interesting, doesn't have as much going on or as strong/large of an ex pat community as other places. You will find that a large, strong, welcoming ex pat community is really necessary. Nothing wrong with Saltillo, just that we have found places we like better. More beautiful,  more to do, larger expat communities, better infrastructure, etc. Saltillo does have a lower cost of living, but there are reasons for that.  Sorry, JazzPazz, I don't mean to knock your choice of area to live, just trying to answer honestly. Mexico City is also a good choice, except for the occasional seismic activity, so that may not work for you. We greatly disliked Ensenada. The proximity to the US made us consider it and check it out, but the odor from all the fish factories, the fact it's on the ocean and NO ONE goes in the water because of the sewage being dumped in it, and the insanely high prices, we disliked it so much that we left early. Avoid Lake Chapala/Ajijic, a beautiful area full of welcoming expats, but centered on a toxic foamy gray smelly lake. NO ONE swims in it and I wouldn't even let my dogs go in it.  Even if you never drink the water, all the fruits and vegetables are irrigated from that toxic water and that's what you buy at the markets and eat in the restaurants. Poison fruits and vegetables. The area has DOUBLE the national rate of chronic FATAL kidney disease. [You can research all this about Lake  Chapala area online, if you like.] A real shame, because it is lovely and friendly and close to Guadalajara. One thought.......rather than worry about being close to the border, it is better to be close to an international airport. Flying is safer than driving, and usually cheaper because of all the toll roads. Just our experiences, yours may be different.
