|However, while I personally do not like PayPal, others do. There are people that have horrible experiences with PayPal and people that have excellent experiences. Since they are not regulated, when an individual commits fraud, PayPal is liable - this liability is passed on to the customer with documents, frozen accounts, increased fees, etc. They have very strict risk management policies.
Form your own opinion of PayPal before you completely give up on them. PayPal however, is primarily used for online transaction through eBay and other websites.

PayPal will give you a limited account if you do not link a bank account, unless you qualify for a PayPal credit card - chances are you do not if you do not have a bank account.
Truthfully, if you are living in the United States or plan to it would be considered strange not to have one. (a bank account)
