The climate, the warm sea.
Insecurity (shootings, robberies...) the exorbitant price of everything, the difficulty of finding accommodation (extremely expensive in addition), racism, omnipresent vice, education: the educational level, when there is school, is very very low. professional incompetence, potholed roads, lawless drivers who mostly don't have a license, lack of supplies from supermarkets, no local production. No culture. The ghettos (rich/poor) which create uneasiness... in short, it's not great.
