Overall, restrictions on age, academic background and work experience have been relaxed. It's worth noting that by the end of February 2021, the city comprised about 18% of highly qualified foreign professionals working in different fields. According to official figures, this accounts for 215,000 active foreign professionals.

This means that they have been recognised as indispensable for the city's market, economic and social growth. So these foreign professionals do not need to provide a clean criminal record when applying for their visa. Instead, they can just swear that they have no criminal record.
