I am sorry to hear about your mother in law.

We are all expats (foreigners) here in Cairo - so I am not sure if anyone can help with local government authorities.

However, there are a few things you may do from Philippines.

1) File a 'missing persons' report with the local police station where you live

2) Submit a written request at the Embassy of Egypt in Manila. Also attach the missing person police report.

3) You may also send the same letter + police report (submitted to the Embassy of Egypt) to your embassy here in Cairo.
