If someone has mauritian spouse . After how long time partner can eligible to apply mauritian passport?

You can't get a Mauritian Passport before becoming a citizen first.
To become a Mauritian citizen, you have to prove that you have resided on the island for 4 years and it is up to the PMO to decide who gets citizenship or not.

Ok. How to apply for citizenship? Is there any possibility like becoming a citizen of Mauritius in 3 years ? I have mauritian spouse since 3 years and we recntly have a child.

There are no 'possibilities' regarding constitutional rights. There are terms and conditions. And the conditions state that you have to live under the same conjugal roof in Mauritius for a period of 4 years. After which you can apply for citizenship.
