Indian Passport Renewal - Two Photo IDs Required?

This is written on BLS website:

The applicants must submit any two photo IDs like Aadhar/PAN Card/Driving License/Voter ID or Indian Bank passbook with the photo along with the renewal application


This (two photo IDs) seems to be a new requirement.


I don't have any photo ID from India except my current passport.

My current passport is expiring in 3 months. There is not enough time to go to India and get Aadhar so quickly. How am I supposed to renew the passport? Please help.

If you are living abroad, then the Indian Embassy there will only need to see your old passport, as well a current photo id of the country that you are living in, for example a driving license or social ID card etc. That is what I had to do when I was renewing my passport in Helsinki  @singswan
