Can a Visit Visa be converted into Work Visa

Hi,

Currently am employed in Oman. I came across an job opening in Singapore. One of the condition to apply for the job states "Must have the right to work and live in Singapore. The company will not provide or assist with obtaining work permits".

So in order to apply for this job, can I apply for Visit visa and state that i have necessary work permits?

No, you can't.
If you do not already have the right to work in Singapore (e.g. by being permanent resident, having a personalized employment pass, Letter of Consent, or similar), only an employer willing to hire you can apply for your work visa.
This one will apparently not do so, thus you cannot apply.
