USD exchange in Vung Tau

Hi everyone,

A friend of mine just lost his job in Vung Tau (VT) and wants to exchange $500 USD but all banks already turned him down.
- Rumor has it that the government places such strict restrictions on foreign currency exchange VN. Is that even true?
- Could folks in VT please make any suggestions?

I have never heard of such things happening before
He needs to go commercial union and try to exchange the money there

Better still, just nip along to the nearest gold shop, bet they will be more than happy to get his USD.

Banks do not buy foreign currency from non customers. Go to the large gold shops in VT instead; their rates are better than bank's rate anyway.
