I'm not sure if you are aware, but you UK license is valid here until it expires.聽 However, if you changed your family name, you should have updated your license to reflect that before you left UK. If you go to the police here to exchange your license, and the names are not correct, I'm pretty sure they are not going to make it easy for you.聽 Probably their first question will be, why didn't you update your license with the new name?? In some places, you can be fined for not keeping your license information current.

With those issues aside, it wouldn't ordinarily be so difficult to exchange the license.聽 You need to do the medical check and be declared 'apt' for the category of license you want, get legalized copies and translations of your license, passport and permis de sedere/registration certificate.聽 Also, you'll need to pay the applicable taxes at CEC bank, get an application typed with an attached photo and that's about it.

Basically what Romaniac said. I changed my UK licence and I think I described the process somewhere on this forum (do a search). They take a digital photo at the police department where you make the application (in Bucharest at least, might be different in other cities).

Also, when you get your medical certificate, make sure that the doctor specifies that you're fit and able for all the categories on your UK licence otherwise they'll only give you a cat B licence, even if you had other categories on your original licence. I didn't so I lost those categories meaning I'm no longer able to drive farm vehicles... You also might need something from the notary public to attest to the fact that you are indeed the person on the old licence (as your name has changed) and copies of your marriage licence and so on. You'll have to look into that.

Thanks for reply , I changed my name after left the uk that's why I couldn't updated my license now here I have a proof of my name changed documents such as marriage certificate, my new passport, and residence permit, and I have a some documents to proof I had old name , do you think it's still hard for me to exchange driving licence ?

Doing anything bureaucratic in Romania is a pain in the butt, but it's just one of those things. If you're lucky, you'll go once to the police to submit the documents, and then go again to collect your new licence. I had to go a couple more times, once because they'd screwed up the photo and had to retake it, and once to sign something else because the date on my old licence didn't match the info that DVLA sent them.

By the way, after you submit your docs, they'll send off to DVLA in the UK to confirm the info you've given them. Only when they hear back from them can they process your request, and that can take a couple of weeks, so if you need to drive at some point, make sure you apply at least a month beforehand.

Hi all, I just finished the process of applying for a new licence in Romania so thought Id offer up my experience. I had UK licence which I lost (lost wallet), it was also nearly expired.

The process is actually fairly simple, you need the below documents:

1 - Original licence (or in my case certificate from the police to say I had lost it. I also had a print out of both sides of my licence)
2 - Fisa-auto medical original and copy. This can be done at many medical centres, I did it with Medicover and cost was 149LEI. Note that to do the medical you need a statement from a family doctor that you do not suffer from any chronic illnesses, I also got this from a doctor at medicover (no cost)
3 - Proof of payment. I tried a few banks (as the website says this is how to obtain it) but none were able to take the payment. I got it from the post office - cost 68 Lei + 5Lei TVA.
4 - Passport and copy
5 - Registration certificate or Romanian ID original and copy
6 - Complete the form. I printed the one off their website but was given a different one to complete.

You take all these documents to the Permise si inmatriculari auto, Bucuresti office, the counter is on Floor 1, counter 1 (at the far end). My Romanian is still very bad but the girl spoke reasonable English and was happy to help with the form.
Note opening times below:

I was told my licence could take 1 month as I had lost the original. I was given a ticket to collect the replacement from the office after 1 month.

Daz90, re: Changing your UK licence for a RO one. When you get the medical certificate, make sure the doc writes down all the categories he says you are fit to apply for (ie, all those on your UK licence), otherwise on the new Ro licence you'll just get B1/B (cars) regardless of what you had on your UK one.

Maykal, when I submitted my paperwork I was told I have to collect the licence from the same place. Do you know where you collect it from? I am guessing it is not the same queue as to apply as I never saw anyone collecting their licence while I was waiting. If you remember where you collect it from could you let me know, I dont want to queue again for hours to be told I am in the wrong place. There was some sort of information desk on level 1 but again it had a large queue.

I am going to try on Monday as I am away on holiday from Tuesday and hoping my licence will have arrived on time.

Hi XOOZ,

Yes, when I went to collect the finished licence, I got it from that desk at the front on the first floor, the one that's kind of facing you after you go up the stairs and into that area. There were a couple of cops there with a box full of licences and the queue, although 8-9 people deep, moved pretty quickly as most people were just flashing their IDs and picking up their completely licences.

Tell them you're a relative of Tariceanu and maybe you won't have to queue

Qazi22, you must apply for the licence in the country where you are normally resident. If you are only staying 90 days then you are not normally resident in Romania. If you are planning to live in Romania then why not just register now? Are you wanting to exchange your licence for a Romanian one or are you looking to sit the test to gain a licence? If you have an EU licence then there is no need to exchange it unless it is about to expire.

A Schengen visa has no relevance.聽 You must establish residency in Romania.聽 No embassy letter is needed.聽 The previous poster also made a valid point, if your Italian license is still valid for some time, there's no need to exchange it.

Hello Everyone!

This is how i passed my Theory Test in English and I will try to be as detailed as possible since when i was searching, i couldn't any information.聽

I was in a similar situation where none of my 3 international licenses were recognized by Romania and had to settle for the same process that all new Romanian driving license candidates go through.聽 The process is quite straight forward and had been explained by few already.聽 If you enroll with a good school they take care or assist in most of the process, especially because you being a foreigner.聽 On a side note, you could work out something with the instructors (not exactly legal) for a reduced fee for reduced course hours but fill in the required 30 hrs on papers.

The problem for the expats is the lack of study materials in English or other languages.聽 I found an English translation of the Traffic Code here,

I see from the above posts, that they have updated ones for 2016 and 2017, but i guess the changes are minimal.

The book is generally good and stays true to the Romanian materials you can download from most Driving Schools' websites.聽

For the practice tests, i found two websites.聽

1.听
2.听

The STRONGLY recommend to stick with the first one.聽 I signed up for it first on a 10-Day, 85 Lei package and went thru their Questions and 35 Mock Tests.聽 NOTE that for the price, you also get the Traffic Code in English and can avoid buying the book.聽 But I like a hard copy in my hands for constant reference.聽 I like the fact that the English translations are alright, it has 30-Minute timer and at the end of the test you can check for the right/wrong answers.聽
But the test format is not exactly similar to the real test.聽 The real test which can be accessed online after signing up at

The real test has one question per page and lets you know instantly if you got the question right or wrong.聽 This website however has all the 26 questions in one page and you get the scores after you submit the page.聽 No big deal for learning purposes!

I went through the 35 Tests quickly and so聽 signed up for the second website because it had like 100 Tests.聽 I chose their 30-Day, 30 Euro package.聽 But after going through few tests I realized that the materials had too many errors, questions requiring images, didn't load images or the images had wrong or no required information, traffic symbols were wrong, and too many repeat questions.聽 So the 100 Tests claim is sorta false.聽 Mostly repeats.聽 They did have decent English translation, closer to real test format.聽 But the tests didn't have built-in 30-minute timer and didn't give you the right answer at the end of the test to verify and learn more.聽 Just tells you that it is wrong and that's it.

So, I went back to the first site and retook the tests again and started getting a good idea on questions that are usually asked.聽 For me the questions I was consistently getting wrong were on Punishments. Crimes vs Fine vs Penalty vs Suspension, vs Cancellation vs Retaining of Registration vs Retaining of License Plates vs Immobilization of vehicle.聽 I had to memorize and ironically didn't get a single question on that subject when I took the Official Test.

Another confusing thing between various English translations was on the difference between, stopping, waiting, parking.聽 I thought i got that figured out till in the Official Test they used the term "standing".聽 Got me confused and I got that wrong.

The day before the exam I went to DRPCIV website and ran few mock tests in Romanian with Google translate open on the side to get used to the software and format.

My advice is, when you have doubt about a question, check "Answer Later" option and come back at the end.聽 Because you can't change the answer you committed to and once you get 5 answers wrong you can't proceed.聽 Once you know you got the required 22 questions right, you don't have to worry about the deferred questions.

Odessa, as an non-EU citizen, if you have a permis de sedere you are required by law to exchange your driving license within 90 days of establishing residence in Romania.

Yes, it often is hassle, but it is the law.

I was 3 years before changing mine over.聽 Ooops!!!!!
Still if you're only here a year and only rent a car to drive occassionaly, I wouldn't bother with it.聽 Between taxes and fees, its costs about $200 in total to change it over.
