You will need a power of attorney in order for someone to act on your behalf. I normally do that for my clients here.
Given that Serbia works on reciprocity agreements with other countries, in order for you to be authorised to buy property in Serbia, your country of origin MUST grant the same right to Serbian nationals. As far as I am aware, India does not allow Serbians to buy property outright.
In fact, Serbian citizens (foreign nationals of non-Indian origin residing outside India) generally cannot directly buy property in India without specific RBI (Reserve Bank of India) permission, which is rarely granted, except for inheriting property or for diplomatic reasons; they usually can only lease residential property for up to 5 years.
If you're still interested in buying property, another way of getting around the restrictions would be to register a company in Serbia (via a representative) and purchase it under that entity. You'll then be able to apply for a business owner permit after the completion of all notarial formalities. ().
I hope this helps...
