Qatar Temporary Work Entry Visa

I have found this information to get Qatar Temporary Work Entry Visa: "the type of employment, nationality and applicants sponsor must be approved by the Qatar Immigration Department before the applicant can proceed".
Could you explain me, please, who (I am or my sponsor) is responsible to provide Qatar Immigration Department with all necessary documents?

It is your responsibility to provide your sponsor with all the documents that they require or ask for - passport, training certificates if you need them, birth certificates etc...

It is the sponsors responsibility to arrange for all other paperwork to be completed (application forms etc) with the appropriate documentation attached and to submit it to the authorities for processing.
