Approved - Pending Employee Transfer Completion

My husband received a job offer from another company. The new employer already did Employee Transfer and new contract in his Qiwa portal. And its showing Approved - Pending Employee transfer Completion. He already informed his current employer to release him as soon as possible聽 聽and he is willing not to get his End of service benefit but still his company refused the transfer. Can his current employer cancel the Employee Transfer during the notice period in Qiwa? Is there anything he can do to Reduce the days of notice period? What are his other options? Please anyone advise us. Thanks.
