Yes, you can go to SCE.
Go there and they will guide you.

Look, they need an authentic degree or diploma for any type of registration.
There are requirements.
All the degrees and diplomas should have been attested by the Ministry of Foreign Affairs. And in case of engineering degree, that should also attest from Saudi Embassy etc.
And you need to provide a result card/Marking sheet in which your subjects are mentioned (also attested).
So, both of you just tell me, have you done that????????????

And then there is another thing, your subjects should be related to the profession.
For example, if i am a technician of electronics then my diploma must have subjects related to that field.
I can not get registration if my subjects are related to some other field rather than ELECTRONICS.
So, do you have a related degree/diploma in that field along with the subjects?

And what are your subjects?
And in the case of diploma, no need for the transcript to be attested.
