What you heard is correct. Water sport is found in Al-Bathna beach in RC. I know there is a diving session preperation to obtain diving permits, and yes, legally, a permit is required to be able to dive, as a safety precauction. It is located in LuLu district, adjacent to Al-Qasr Pakistani restaurnt. In Yanbu city, diving could be found in some of the resorts that hotels provide (the most convenient way). I think Al-Ahlam Tourism Resort provides these services. Call them at +966 14 357 3444.

In terms of prices, I know diving sessions could cose more than 130 USD/hr. Water sports like Jet-Skiing could cause around 60-80 USD/hr. Go to Sharm Obhur resorts or call them in addition to Al-Bathna Marina to find out prices and information. There is a hotel in RC called M枚venpick. Go there or call them and inquire most important questions in terms of service availability.

Internet facilities is controlled by Communicaiton and Information Technology Commission of Saudi Arabia. pornographic, heavily opposing political views (reformations etc.), drug trafficking, alcohol promoting and gambling sites are mostly blocked. It is illegal to download using sharing softwares like Torrent with all its kinds. In terms of availability, unfortunately, Yanbu lays much behind in terms of telecommunicational services. The reason is that the RC does not allow private communication companies multiple drilling and "destruction and obstruction of roads" to occur. Even in Yanbu city, the fiber optics is readily available to 15-20 percent of the city area, and to speeds up to 30-40 Mbps! In Yanbu, expect the fastest network connection of a landline DSL to be around 8 Mbps, 4-5 Mbps for wireless services like WiMax and 3G/4G! The wireless coverage is very weak and not acceptable in RC.
There is currently a prospective project that cost around 270 MUSD to upgrade the infrastructure of Yanbu, with Mobily. Expect that years from now! More like 2017-2020! That amount is exaggerated as well.
