DILG Memorandum Circular 121-2019 was signed 鈥渙nly for purposes of removal of road obstructions and cannot be used for road widening purposes,鈥欌�� said DILG Secretary Eduardo M. A帽o.
A帽o issued the caution after receiving reports from La Union, Northern Samar, and other parts of the country that the circular was being used by contractors of the Department of Public Works and Highways (DPWH) and some Local Government Units (LGUs) to remove century-old trees, demolish waiting sheds that do not obstruct sidewalks and even demolish structures in private lots without notice and just compensation.
鈥淲e wish to emphasize that the purpose of MC 121-2019, in compliance with the directive of the President, is to 鈥榬eturn to public use, all public roads and sidewalks that have been appropriated for private use.鈥� In other words, it is for purposes of returning to the public the use of all public roads and it should never be used for road-widening purposes,鈥� he said.
He emphasized that the directive cannot be used to justify road widening projects because that is covered by a different set of rules.
鈥淔or example, the taking by government of private property for road widening purposes requires expropriation proceedings and the payment of just compensation after due notice and hearing,鈥� he said.
A帽o urged all local government and DPWH district engineers to advise their contractors of the purpose and coverage of MC 121-2019 and 鈥渘ot to interpret it in another way鈥欌��.
As the Sept. 29 deadline for clearing operations nears, A帽o created validation teams to ensure that local government units (LGUs) are 鈥渙n the same page in implementing DILG MC No. 2019-121.鈥�
DILG Undersecretary and spokesman Jonathan Malaya said the validation teams will check on the compliance of the LGUs with the presidential directive.
鈥淲e are inching towards the 60-day deadline and, of course, we want to yield a 100 percent compliance,鈥� said Malaya.
The validation team will be composed of: a DILG officer cross-posted from a different LGU, a representative from the local police unit; a representative from the local Bureau of Fire Protection Station; representatives from accredited civil society organizations; and a representative from the media.
All DILG regional directors were also directed to 鈥減ersonally meet and interface with local chief executives (LCEs) of all towns and cities within their jurisdiction鈥� for the smooth implementation of MC 121-2019.
鈥淎s we have expressed before, we do not want to make the impression that this road-clearing operation is exclusive to the LGUs in Metro Manila, and now that the message was clearly received, we want to follow through by going down and see the progress made by these LGUs in their respective jurisdictions,鈥� said Malaya.

Je ne connais pas leur r猫glement au niveau de l' urbanisme mais j'esp猫re que cela s' est fait en toute 茅quit茅.
A mon avis la meilleure 茅volution qui s'est fait aux PH c'est bien leur r茅seau routier.
En effet l'extension de l' autoroute qui remonte au nord et les doubles voies sur les nationales on grandement am茅lior茅 le trafic routier tant par le d茅lai que le plaisir 脿 conduire.

Le probl猫me aux Philippines est que beaucoup de gens r茅sident sur des terres appartenant aux gouvernements ils payent une taxe mais ne sont pas r茅ellement propri茅taires donc l鈥櫭﹖at peut reprendre les terrains si n茅cessit茅 脿 tout moment, o霉 on construit sans respecter les r猫gles d鈥檜rbanisme donc trop pr猫s de la route donc lors de l鈥櫭﹍argissement聽
Attention aussi au lors d鈥檜n achat si il y a juste comme titre une 芦 taxe d茅claration dit aussi taxe dec 禄 vous vivrez avec une 茅p茅e de Damocl猫s au dessus de la t锚te.
