It's not a prediction. The Fed came out with that number yesterday as the cola increase for Social Security next year. It's fact, not prediction.

It basically is every year. The problem is the manner in which it's calculated. Congress made the law and made a very narrow window of when/how it's calculated. Rather than using a real full year inflation calculator. Only Congress can fix the manner in which it's calculated, by amending the law.
