Bank account opening

Can anyone suggest a bank in Bulacan that doesnt have a lot of red tape to go thru to open a dollar account.

Since you need a government ID card, an ACR card or SRRV would probably be one of the IDs.聽 Almost anyone who meets the 180 day requirement should have one of them.
I have always found that published requirements are added or removed when speaking in person to officials.
I was able to get bank accounts with just proof of an SRRV application and no ACR at Bank of Commerce.
