Vietnamese drivers license

I'm an Expat who's been living in Vietnam over 20 years. I renewed my drivers license in April but still haven't received it in the mail. It was approved and I was initially told it would arrive in July because of the consolidation of government offices between B矛nh D瓢啤ng and HCMC. I went to the government offices in B矛nh D瓢啤ng the other day and asked when I would see it, the response was "we don't know". Has anyone else had this problem?

Yes, same experience but in Hanoi, affecting locals just as much as expats. Partially due to transition of responsibility from the Department of Transport to the Police back in April, but also a shortage of the plastic cards, I am told
