Permanent Residence in Belgium - while on deputation

I live in Brussels Etterbeek. I have completed my 5 years in Belgium. When I requested for the PR in my coummune. they said, initial two years where I was working as deputation employee, dont count.


is it a really the rule or just only the case with my commune.
