If you're talking about mosquito/bugs nets that are placed in front of your doors and windows, my best advice would be to ask for help at a local hardware store.  They sell these kind of nets as well as the rubber cord that goes with it.  These kind of repairs are easy and painful at the same time. They will also sell you a small plastic tool that is used to push the cord to "attach" an tighten the net (a kind of concave wheel).

Each time i need some help, i ask to the store tenant if he knows someone i can trust.

I’m not sure if we are talking about the same thing. The one I am talking about is a retractable screen that can be pull down from  holder for summer when the windows are open. It is permanently screwed into the top of the window.
