Withdrawing cash from an ATM while on a visa...no CPR, etc

So I just visited Bahrain March 2023 to start an NGO.聽 BEDB issued 30d visa.

I get that a Bahraini NGO is a recent entity (one year or newer)

I didn't exchange any money at the airport, thinking I would be able to withdraw local currency聽 via ATM anywhere as was on my ATM card.聽

Couldn't get past the UPN / CPR number on any machines outside the airport- in retrospect I should have taken聽 measures to bring actual cash.

FYI not all taxis take cards even though they might say聽 they do....

Am I missing something obvious?聽 Once the NGO gets going I can get some cred but WTF as far as visitors go.

You can withdraw money from any ATM.聽 I have only ever seen CPR option on very few ATMs.........the ones that allow you to withdraw without card.聽聽All the rest are normal.聽聽And聽 even those should have an option for non-CPR withdrawals.
